Walter Edwards is head of security at the military installation in 1947. He originally flirts with Phillis, but their relationship is more a friendship than romantic. Walter is the second human that EBE1 'speaks' to, demanding to be taken to 'Philena'. He resigns and goes into hiding after Phillis's failed attempt to escape.
